Batch service cannot stop control message at this time in D365 F&O Build pipeline issue

 While running the build pipeline we got some issue and we observer that issue is coming for build server 

I've connected build server and try to stop batch service manually but it's not allowing to stop it 

then I've restarted VM then tried to stop and start batch service manually it worked.

Then Re-Execute build pipeline it will not give any issue
